I'm not a big Steam fan so I didn't go that route myself. I had activation issues as well and finally got sick of it and bought the Gold edition for $5.99 somewhere, which didn't need activation.
RR advice is a good one. I play on a Surface Pro 4 and keep all my games on a MicroSSD card. Even the slower 60mbs cards will work fine. I have a vanilla copy and specific MOD copies. 128mb card will keep a lot of SH4/SH3 data. I also have an external drive that has a copy of all my MOD setups. Since for me the nature of Windows is a cascading performance headache I sometimes have to reset my device to factory defaults and start over. When I do getting SH4 up and running is quite easy.
