Choose "MaGui F" or "OLC 'Gold'", don't install both.
And generally, a bad and wrong mod list.
Better would be to choose something from here:

And make sure you have manual targeting enabled in the realism options, not automatic.

If you use automatic targeting then you don't need the rotating discs. Everything is computed automatically when you lock on a target. Maybe the Magui mod allows to use the discs in automatic targeting mode, but the OLC mod for sure not. It's best to search in the Magui mod thread, or ask there.
