They look like the VRSh-4 auxiliary propellers. They only got a few hundred HP in them, so while they may be useful for a slow pivot they aren't going to significant help sharpen the turn at high speed, assuming they don't snap off when exposed to the 30 knot current.

While IIRC they are electric, they are also tiny, four bladed, and probably not particularly carefully silenced. Deploying them also disrupts the hydrodyamics of the hull. I won't be counting on them as a "silent drive", even at a few knots.
