I could imagine that that was the sign for the guy below the table to lift up the next item. He's done it every time just before reaching into the box again.

This is brilliant! The Royal Navy is sooooo cheap that it is buying Slovenian-made paper tissues to issue to its Marines.

Tissues that are said to have the consistency of a wet paper.

Regardless, it seems very fitting, considering that the only place that seriously sells Paloma's "wonder products" are night shops in France and Belgium.
