No.

Context is everything. "May not" is not the same as "might not", though it is sometimes used that way by people who don't know better. If a rule says someone "may not" do something, it means they are not allowed to do that.

You can also walk into a DMV with someone elses Birth Certificate, and Social, and get a legal ID under that name. They could have made the law a little less moronic, but hey, thats is what is in our state, moron politicians with more money than sense.

It is stupidity and common sense, but with how useless these politicians are, and how freaking over taxed we are (look up the stats) , they need to act like they are doing something, while they rip the money out of our pockets more than any other state in the Union.

You know NJ has 21 prisons, not counting satellite camps, Highest property taxes in the nation, and still rising, we just had a shooting the next town over from me, where cops watched a Neptune Township cop, chase his wife in a car, shoot her multiple times through the car door, then walk up to the windshield, with his gun raised and did nothing while he finished her off.
