Something tells me that this isn't what was meant by a:

"A well regulated militia being necessary to the security of a free state."

They always ignore the ''well regulated''.

Yugoslavia had a well regulated militia. Every citizen learned to use weapons before they were allowed to drive (my mother knows how to use an AK-47), those history classes about WW2 was also a tactical education about guerilla warfare. Weapons were stored in hidden caches and were distributed after an attack. Ordinary civilians never knew the locations, only JNA officers in charge of arming the militia. One day after the regular army fell back, the occupation forces would start fighting partisans.

There was no playing soldier, no weekend warriors and no yahoo's thinking they know better than paid professionals.

That's how you do it.
Heck, we had the Home Guard during WWII, they were a bit overzealous at times, often they wound up arresting bailed out Polish pilots thinking their were German.
However, the real serious folks were the Auxilary Units, and they were nails.
