Not within the game. In the game you're on your own. Even if all you do is run out of fuel near a friendly harbor.

Outside the game, I'd say that's up to you.

There is a mod for it. However you may still have to be able to travel to meet up with the rescue sub.

I'll dig around to see if I can find the other one. I have played, at one time, with a mod that allowed you to send a radio signal that once sent allowed you to return to base immediately at a renown cost.
