There are (apparently) two kinds of transfers.
With "manage crew", you can give away officers for their own command.
When launching SH3, you will get other forced transfers which can be everybody on board, due to accidents, court martials, sickness etc. These cannot be prevented.
In RL, fluctuation of officers was quite high on the boats, especially after 1941. IWOs often made only 1 or 2 cruises before getting their own boat.
