Further reading shows that there was an important vote in the parliament about the course of the war. The shots heard were a boost to PMs decision
 And Svajncer (veteran, officer and war historian) said that they were ordered to fire a couple of rounds into the air behind the parliament to instill a sense of urgency in to the PMs. |
