You can tamp against primary frag, but it is hard to tamp for secondaries. This is one of the reasons why you put up a berm or some temporary ground level barrier as secondary frags tend to stay close to the ground. These people were lucky __________________ abusus non tollit usum - A right should NOT be withheld from people on the basis that some tend to abuse that right.
