Congratulations! When you said 12 years I counted in fours and assumed you were enlisted. After that much time I still would have suggested staying in, but since you're an officer, and one with seniority, I would certainly see how high I could go. Whichever you decide, best of luck to you.

Surprisingly I am up for promotion soon, if I want to continue my career in the navy. I can get promoted to Captain with a salary of $90,000/yr I already make 86k+ benefits a year

You will be hard pressed to find that kind of money in the private sector these days. If there's a slot open, I'd go for Captain.
Are you surface warfare or submarine?
