In real life either the CinC ordered the awards, or the Commander made recommendations. Where the CinC made the order, either the Commander only or the whole crew generally received the award (do you really think that the CinC knew about Gefreiter Fritz's individual contribution to the patrol???). The Commander could recommend as many of his crew as he liked for awards. He was never given a set number of medals, badges or quals "up front", although, I would guess (unsubstantiated comment following) that not necessarily all his recommendations were approved.

As a responsible Kaleun, you should not feel "guilty" or "unrealistic" for awarding any medal, qual or badge via SH3Cmdr. Indeed, if you *can* award it via SH3Cmdr, it's because you *could* in real life. In other words, SH3Cmdr won't let you award what didn't exist, or couldn't be awarded in real life. Only exception is that human judgment is required in awarding certain medals, however, even then SH3Cmdr provides suggestions.

So award away with a clear conscience...
