No, the game still thinks it is 1024x768. It is just that it is stretched by hardware to maintain aspect ratio to 1920x1080 (read: stretch and add black borders left and right) before output to the screen. I think the widescreen mod does something similar, but in a makeshift way with a special DLL. I have a Nvidia chipset so I have to change some settings in my Nvidia Control Panel, but it is built-in and automatic. I'm pretty sure ATI/Radeon will have something similar. But you will have to do your own experimenting as I don't have that software.

It does introduce some blurryness. But that is less of a problem for me than an elliptic periscope view. As far as I know Makman's Magui Widescreen mod is the only one that properly makes use of al the extra pixels by rearranging the GUI. But I have yet to try it out for myself.
