What we need in the UK is a Desalination Plant, there problem sorted.

Desalination Plant? Easy done deal:

Grab unwanted population (prisioners, Immans, Jack Straw, Kapitain, etc.).

Get them to drink ALOT of sea water, then collect their pee and recycle the water out of it or bottle the raw pee to make it cheaper, though a tad bit more disgusting to drink.

Pee has (in heathly adults) greater osmotic pressure than seawater, not even considering sodium chloride. I forget the exact ratio, but seawater is something like 1osm for seawater, and urine is several times that. Urine is generally just a few moles under saturation, and seawater isn't anything near saturated.

So in reality, it's cheaper to "recycle" seawater before urine.
