Events like this occur on this side of the pond all the time and police officers usually get away with it.

TBH, neither....she was in the custody of a LEO and the premises were obviously under cctv conditions so why risk a career by going OTT for a mere shoplifter?

Well she did bite his finger and claim to have aids. Did he punch her to release his finger?

In the 70's giving a stroppy Ned a bit of summery justice was common place.
