Ah I see now, the Cowpens was engaged in freedom of navigation operations intended to assert a right of passage through disputed waters.
It would be quite amazing if the Chinese hadn't challenged the vessel.
I do wish the navy wouldn't use the word "routine", its just so Tonkin
