Yes it's an inside joke. Dönitz used to order his U-boat commanders to be more aggressive as an answer to almost any problem: "Seien Sie Aggressiver" - the true offensive spirit of Prussian officers and I guess the military doctrine pretty much anywhere sees the offensive as the decisive force of warfare. Anyways this Seien Sie Aggressiver has become a habit here in the forum. Usually Jimbuna is the fastest to use it, but sometimes other players get to it first.
