I've never visited Brazil, but I get the distinct impression that L.E.O. behaviour is proportional to the cold hearted violence displayed by local criminals. Some areas in major cities seem to be true war zones. Possibly not unlike Ciudad Juarez. A friend of mine spent 6 months there, and he told me he had to keep his cell phone out of sight all the time while out in the streets. If needed, he would have to go somewhere private like a toilet before flipping it out. The cell phone, that is. Edit: I tried, but didn't find, a link to watch online "City of God".
