I have tried most ships, and I am unable to get them to fire through the fog at this time...

Quite a while ago ships WERE firing through the fog and at targets long distances through fog but not anymore?

I have been looking for quite a while and I am yet to find anything along the lines of ships using Radar to attack through fog.

They just charge through the fog looking for the target and then attacking it once in visual range.
