if you are going to save when under water do it at periscope depth and not in shallow water.

when your sub spawns it is randomly placed in a general location and spasms up and down until the game decides the depth to put it at so it can hit the bottom or nearby objects. this is why you should make sure you have a zone of safety around you when saving. also saving on the surface prevents most of this up and down fluctuation which is why its the best recommend position to save in but you still don't want to save in shallow water even on the surface.
