Oh don't get me wrong, people will continue to ring the emergency number for many a reason but the controllers will now filter them into either category via a series of questions.

Maybe it would help to link that dumb-call-number to a self-destruction mechanism. Dialing the number makes the caller's telephone blowing up. Could help to boost the national IQ tremendously. Also prevents further damage to the gen pool.

I don't know why any of this is a surprise. It is just natural selection in progress. In the past, most people needed a certain level of smarts to survive. Nowadays, thanks to the Nanny State, this is no longer required. In 20 years, I expect people to be dying from pneumonia, because they are too dumb to come in out of the rain.
