Man turns Obama limo into a gas guzzler

This is strange. I can't believe that anyone not cleared can ever get within 10 feet of the POTUS' limo. So who was this "a driver"? The Tank does not have "a driver", but a team of specially trained and cleared drivers.

Why would anyone not intimately familiar with the limo ever be allowed anywhere near it, no less fuel it?

Me thinks there may be some information missing?
