As far as I know,

Crew management in SH4 is mostly left to the imagination on the players.
What you could do is check every crew member and look at their gained experience at the end of a patrol before ending it and take notes.
(I've had crew members gain 89xp during a patrol only to see 15xp when looking at the crew from my desk).
Also, keep track of crew members who got injured during a patrol, that way you can give them the purple heart at the end of your patrol.


As for promotions, those are a little tricky as you can't have more officers than a certain amount.
(Think there's a MOD for it but don't know if it works with TMO + RSRD, maybe someone can give an answer to that one).
