Conning Tower upgrade bug in OM

I've been taking some time trying to solve this but i found out some things.
First, the V715 hotfix is already included in the V705 to V 720 pack, the equipment file posted above, is included exactly in the UPCDataGE, in the Silent Hunter folders. So my JSGME installed correctly the files, but nevertheless it doesn't work, i don't know why.... This bug is still happening.

The reason because i cant get the files fron Filefront is because GameFront doesn't have support for Argentina, here is a link where they say that they don't have support in all the countries, with a list in which appears the countries that can download files from this page.

The list is quite large, but sadly there aren't some countries like Argentina, Chile, Brazil or Spain... it's a shame because here there are a lot of people that can make use of this modding files, not only for SH, but for all the community that stores their's creations in gamefront.... this is the answer to the lots of posts (not only in subsim) which have someone (from a not included country) complaining about they cant dowload something from Gamefront, and the answers of people (in their mayority US) saying that actually they can, and the theme ending there, like a faulty in that user's system.... Well, i hope that this page begins working here, and in the other not included countries.

About the conning tower uograde bug, i dont know what to do or think, the fix is there, but this error is still ocurring. I Uninstalled all the Mods, and installed them again, but the problem remains... Reinstalling SH IV and activate the mods right from zero will correct it ?
i want to hear some opinions, or options, before trying this...
