SH5 Newbie needs help

Sorry if I sound a little vague. I downloaded the MEP file, and it appeared on my desktop as a winrar file named sobers. I then selected Extract Here and got a white file named sobers. This is where I am confused as I can't seem to do anything with this file. If I click on it it gives an option to open it, but what do I open it with? and then what do I do

Now you need to download ALL the mods in sobers list and place them (unpacked) into your mods folder.

Then when all the mods are in that MODS folder - load the profile "Sober" and that will load all the mods on the correct order
