This is often a bug from Alt/tabbing out...Technically the game still sees your sub as submerged, save and reload should fix it.

Armistead, you're amazing!!! I had used the windows key to minimize so I could go to subsim. That's when the deck watch disappeared.

I went to port, was issued an upgrade to a Salmon and all is well.
