Periscope problem

I was attacking a warship on perisdepth. So i use the attack peris.....but i see nothing then waves, the scoop stay on the "0" line, he will not rise higher. How are you raising the scope? By clicking on it or by using the keyboard commands? I on occasion have this problem when I simply click on the scope. Try using the keyboard commands and let us know!
