Because it was a complete waste of time, adding a whole new level of bureaucratic mess to a system already overburdened with red tape and paperwork. The police don't want it, the people don't want it, but the government does, and so it'll go ahead and fail miserably and we'll have to fork out for it.

Agreed. Such vision to foresee, and propose, the policies for pet passports, all day opening (his nod to Mark), and voting at 18. Unfortunately I'm still waiting for the bobby on every corner wearing a smiley-face badge.
