HELP steam torpedo speed WONT change GWX3

I have had it happen occasionally but, it has been awhile, so I do not remember exactly what I did when it happened.

It seems like I had to click fast speed then back to medium to get it to work, and I had to find just the right spot on the dial for even that to work.

i am going to try and figure out which mods could be affecting it

it was the a atomic torpedo mod
