SH3 Commander is a separate install from SH3 and should not be installed in the SH3 folder, or activated, before installing GWX. It installs files in SH3 that must be rolled back (deactivated) before installing any mod, let alone GWX.

As long as it's working that is the main thing.

If you intend using SH3 Commander with GWX you will also need the cfg file:
