I live in Ohio, and I approved this message.

I swear, sometimes my phone rings every 10-15 minutes or so for a couple hours or so at certain times of day. I can see from the Caller ID that the calls are not people I know, and the volume is too high for it to be anything but campaign calls.

Here in the UK I'd call that harrassment
