Historically you should allready have it from the beginning. I doubt youd rise to captain of a U-boat without being on a patrol before.
Unless it's a wartime badge, then I could be wrong |

IRON CROSS 2ND CLASS
Usually awarded after 1st patrol. Sometimes even without any sinkings. U BOAT BADGE Awarded after two patrols. IRON CROSS 1ST CLASS Awarded for 50 000 tons of shipping sunk. GERMAN CROSS It ranked between knight's cross iron cross I. I use 75 000 of shipping sunk. KNIGHT'S CROSS 100 000 tons of shipping sunk. Knight's cross variants for continued sinkings gnerally 50 000 tons interwals. Also many mid/late war captains had medals up to iron cross I class won as watch officers. Also late war captains could won knight's cross for conducting a single convoy attack with good results or even sink a single ship. None of these are modelled very well with SH3 or any super mods.

What complicates things even more, is that as war progressed the Knight's cross changed requirements. After 1943 and specially by the end of 1944, in view of the difficulties of even staying alive Dönitz awarded several to commanders who had just sunk one ship or even damaged some.
