I don't know about other countries, but here in the U.S. the States have autonomy in most matters that concern only themselves. In California or Nevada you can by pretty much anything in the liquor department of any grocery store. Here in Utah grocery stores don't have a liquor department. You can by beer off the shelf, but it's 3.2 beer. Anything stronger has to be purchased at the State Liquor Store. This is not for religious reasons, as some who live here seem to think, nor is it because of concerns about alcohol abuse. It is, pure and simple, so the State government can maintain a monopoly on liquor sales. It's something that the average citizen has no control over, and has to either live with or move somewhere else.
