Also, using photographs is a little misleading because it depends on what time of year it is, the angle of the camera, and the time of day it is.

If anything, looking at the photograph, the water is too opaque in the game. And if the time of day in the game pic is the same time of day in the photograph, then maybe reduce the saturation of the color a little is all. It also depends too, on how old the picture is, and if it changed or faded before it was put online.

Compared this pic, it might not be bright enough.

Also, it is impossible to get all the possible variations compared to what nature does. There are times when the sun reflects so intensely off the water, it is blinding, and can give you a nasty headache, but I have yet to see it mimicked in the game.
