SH4 does a very good job with the Pacific war. Get the Gold edition with the U-Boats Add-On. Even if you don't use the Atlantic side at all it is the only way to get the 1.5 patch, which cleans up several problems.

As for SH4 in the Atlantic, the stock 1.5 only lets you play Monsun boats in the Pacific starting in 1943, but the Operation Monsun mod makes a lovely full-war Atlantic campaign. The added benefits of automated crew management and the 'Battle Stations' function make it worthwhile. My biggest complaint is that SH4 never recieved the mod treatment SH3 did, so it doesn't have the cool harbors, locks and Kiel Canal bridges that SH3 benefits from, or anything resembling SH3 Commander. If SH4 had those mods I'd never touch SH3 again. SH4 lets you adjust parameters on the fly, has a better TC system, does several other things better, is more stable and the U-Boat campaign has both latitude and longitude and KM grid squares that adjust as you zoom in until you have the full Two-Letter-and-Four-Number coordinates.

It is overall just better, except for the lack of cool mods.
