Yes some of us experience that problem. The problem has to do with individual monitors. Two ways to fix this.

1- alt+tab out of the game and adjust your gamma and brightness settings to a level you like. (no way to adjust this through game controls)

2- install the Marhks_ocean_madness v2 mod which can be found over at Terrapins site.

Or a combination of both(what I do)
