Hydrogen fuel cells are really like Batteries. They need something else to charge them; in this case they need to have pure hydrogen loaded in to them along with O2. Hydrogen is very common but it tends to be bonded to other elements like oxygen (water) or carbon (Hydrocarbons) and you need to expend energy to extract the Hydrogen. Now if you are using a renewable power source like some types of nuclear power or gathering hydrogen gas (say from a Gas Giant like Jupiter which is 86% Hydrogen or even better Saturn which is over 93% Hydrogen) Hydrogen can be cheap, but getting it from say oil or water it gets expensive.
