 From your list, I'd pick Norfolk. There is just so much to do in the tidewater area. Small aviation museum, obvious naval stuff, history from Jamestown to modern day. Head north a bit to Colonial Williamsburg and DC. You could easily spend two weeks running everyday and not see half of it. Who knows what may have been added in the last 20 years since I was there? If Va Beach is your thing, hit the north end around 86th St. Downtown (44th) St. is too touristy. If the Jewish Mother is still there, stop in for a sandwich.
