Infilitrate Spy Help needed???

Well a couple days ago I tried to TC the wait and didn't notice a task force barreling in,before it was too late! So I clean up my mods and started a new campaign...My Question is do I have sink the tonnage first,before trying to launch Spy? Maybe that was my problem? The current mission is Alantic Gap in OH II. Is the primary mission sinking the Tons and then infilitrate Spy?

You can launch the spy whenever is convenient. If the opportunity to score some tonnage appears, take it.
