I am confident that AI ships have them, but ASW doctrine will not let the AI use them on subs. Unlike modern torpedoes with their spiffy tracking packages, the surface launched torpedo was not effective against submarines. Ideally, the surface ship would need the exact depth of the sub and be running parallel en passant to the sub for an ideal solution. All the sub has to do is react to a stray torpedo it knows it did not fire. Diving below 25m/100 feet was sufficient in most cases. The only real use a torpedo fired at a sub would have is to force the sub to react. A sub on the defensive has lost all its initiative and the sub's attack is foiled unless it can regain initiative. No one really plays Destroyer Command anymore (I just got it BTW), but that game shows much more effectively the mission for surface torpedoes; ruining the day for capital ships, whose guns will shred destroyers.
