No wonder... You haven't uncompressed your files yet. You need to DL the 7z program. Get it here: http://www.7-zip.org/
Then uncompress the 7z file and place it in the mod folder correctly. It should look like this: SilentHunterIII\MODS\RUb\data When you have all your mods set up correctly, then you can run JSGME.
