Ah - I found it! Best video about minority groups with handicaps ever!
This spot was made in Germany many years ago. It was meant to be shown in public cinemas. But it never happened. The owners of said cinemas received threats and feared for their cineams, their health and lives, there were security concerns regarding the visitors as well. The spot dissappeared in some drawer. Too bad.
