you can specify the rudder turn angle by settuing the compass to "Rudder" dial and setting the specific value

In the .sim file for ships and subs there is a section for the rudder. There`s a value for the drag factor of the rudder. Lowering this will reduce the loss of speed, as well as reducing the effectiveness of the rudder.
