i think this looks more like the bow sonar array. The torpedotubes are located above this section. The crude cut is interesting, as is the 'damage' to the sound insulation panels. Maybe they were installing new insulation and as they had to replace the lighthull anyway, they were not really careful when cutting it open.

Just my thoughts...

Those are sound isolation panels. They blank out own ships noise from interfering with the passive array.

I think you can see the backside of the array in the left side of that hole in the hull.

Interesting photo.. one with a LOT of intelligence in it if you know what you are looking at.
