yeah this happened to me, the only way I found to fix it was to mod the game a bit.
Go to My Documents/SH3/Careers/Your Name/Careers. pretty close to the bottom and you should see Snorkelupg=-1 change -1 to 1262 and save it. Now restart the game and load your save and you should have it. (it will be easy to tell when you activate it ingame)
