Modders would propably like to know which flag is frozen? Your sub's or merchant's? If merchant's then do the problem include all of them or just some, like all British vessels or all tankers for example?

The flag freeze is a known problem. Every new imported ship that uses the Silent Hunter 4 "Unified render controller" will make the flag freeze. It's somewhat random bug, but it will happen. It will also make every other flag of the same nation freeze.

We need the "Unified render controller" to make the ships pretty, so we can't just take it out. I made a new test ship that is build differently, and will not cause flag freezing, but there are some drawbacks too.

There is a version of Open Horizon II that doesn't have imported ships, so there won't be any frozen flags either.
