I've found that installing Steam outside of Program Files preemptively solves many Vista or Windows 7 issues. Install it in C:\Steam and leave it there.

I must say, I used to hate steam, but after some rebooting and formating, I had to reinstall everything all over again, including Steam, and all the sudden I have no problems with it anymore. We must remember they are constantly updating and improving that downloader of theirs, so maybe it pays off to uninstall and reinstall it to see if problems stop.
