I just babysat a M20b that i torpedoed 4 times to make sure i got the credit for the sinking ( I was out of Torpedoes) It took 19.5 game hours to sink. So I guess damaged boats that are dead in the water might be worth waiting awhile for if you are bingo ammo.

Or you might just ram it.
 Worked for me some time ago. I just pushed unter the water and it sunk.  Not the traditional art of war but useful if you are out of ammo.
