The method I use is to set all the renown values for upgrades and personnel in the basic config file to zero. I do not change the time available however. When I get an upgrade, I allow three months in port to install.
I then use renown to track my progress in the war. I think this is the way that the NYGM mod does it, and I feel it is more realistic.
