There is two single player campaigns (Axis and Soviet) which can alternatively be played in co-op.

From the first PCgamer preview I linked:

Tripwire was talking about RO2's single-player and its Heroes progression system. RO2 will contain an Axis and Soviet campaign, with each worth 6-8 hours of gameplay.

It's up to server admin (although I don't now if one can do that like in Ostfront):

Realism Settings: 2 Settings. Relaxed Realism and Realistic. Relaxed realism will include all of the new interface helpers. Realistic will be for the more hardcore players, and will have some of the new interface helpers disabled. Server admins will be able to set up a custom configuration that picks and chooses which features to have.
